Yes. Under the NZ GD05 hydromulch guideline, your site is classified as stabilised from the moment Stabi-Mulch is applied not contingent on grass strike. This is one of the most significant compliance advantages of the product. Your council consent condition requiring progressive stabilisation is met the day we spray not weeks later when vegetation establishes.
